Where households are ready to graduate
Tanzania's Productive Social Safety Net (PSSN) has more participants than it can support, and many households were assessed years ago. We updated their welfare scores to 2021, ward by ward, to show where enrolled households are most likely ready to graduate from the programme.
Average PMT score of enrolled households, 2021
The PMT (proxy means test) score estimates household consumption from assets and other characteristics, and decides eligibility for the programme. Higher scores mean better-off households. "Graduation candidates" counts enrolled households whose score is in the top fifth nationally. Dar es Salaam stands out, with both a high share and a high number of such households. Wards created after the 2012 census are not shown.
How these maps were made
The programme holds PMT scores for about 2.8 million household interviews: enrolment in PSSN 1 (2008–2015), a 2020 validation round of 882,000 PSSN 1 households, and PSSN 2 enrolment in 2021. For households without a recent score, we predicted the change in their score from the change in night-time lights in their ward, using the households interviewed twice to estimate the relationship.
The results were averaged by ward, using 2012 census ward boundaries, and wards ranked by average score and by the number of households in the national top fifth. These rankings support spatial recertification: deciding where to reassess households first.
